But if you last shopped here before 2021, one important thing has changed: the rules around VAT and tax-free shopping are no longer what they were.
Much of the information online is outdated or simply wrong. Here is the accurate picture for international visitors in 2026 — what ended, what is still possible, and how to make the most of a London shopping trip today.
What Changed: The End of Airport VAT Refunds
Until the end of 2020, overseas visitors could reclaim the 20% VAT on goods bought in UK shops and carried home in their luggage — the familiar routine of forms, customs stamps and refund desks at Heathrow. That scheme, the VAT Retail Export Scheme, was withdrawn by the UK government on 1 January 2021 as part of post-Brexit tax reforms.
In practical terms: tourists can no longer claim VAT refunds at UK airports on purchases made in England, Scotland or Wales. The refund desks are gone, and no in-store purchase carried home in your suitcase qualifies. Retail and tourism groups continue to campaign for the scheme's return, but as of 2026 there are no confirmed plans to reinstate it. Any website or service promising a classic airport VAT refund in London is out of date.
What Still Works: Three Legal Ways to Save
1. Direct Export — "Shop & Ship". The main remaining route to VAT-free shopping in London. If a retailer ships your purchase directly to your home address outside the UK, the 20% VAT can be removed at the point of sale. Many of London's major department stores and luxury boutiques offer international shipping for exactly this purpose. The trade-off: you cannot carry the goods home yourself, and shipping and handling fees apply — so it makes most sense for high-value items, where the VAT saving comfortably outweighs the delivery cost.
2. Airport duty-free. Traditional duty-free shopping at Heathrow, Gatwick and other UK airports continues as normal for departing international passengers — fragrance, spirits, cosmetics and more, sold without certain taxes at the point of sale, no paperwork required.
3. Northern Ireland. Under its distinct post-Brexit arrangements, Northern Ireland still operates a VAT refund scheme for eligible non-EU visitors: request a VAT 407(NI) form from a participating retailer and have it processed when leaving Northern Ireland or the EU. This applies only to purchases made in Northern Ireland — not in London or anywhere in Great Britain.
